You were right, Vicky....it was my own laptop causing the garbledness. Just cleared my cache on my Chrome browser and rebooted, and everything is now running hot, straight, and normal. Back at 100% strength.

VPN's working fine, as well.

Still a stupid law, though.

That's probably the functioning of my particular VPN, it's set to automatically adjust to whatever the best signal is available.
