So why would that person decide to exclude canada?

I don't know. That video is on the Comedy Central channel rather than some ordinary person who uploaded it, so I don't know what beef Comedy Central has with Canada.

They probably sell the broadcast rights to someone else (CTV?), which may include streaming content rights.

Update:

Hi, Boo had his first fun run on the new wheels yesterday and he is so grateful. There was some rain and he has a fitting/adjustment tomorrow with the high school basketball coach who donated his used smaller wheels. I will get some pics. Unfortunately I had to go out of pocket on this wheelchair for Boo as GoFundMe has not yet released the $800 funds. I am working on it and the important thing is Boo is up running and smiling.
