I can't speak for all of Mexico, but Juarez seems to be recovering somewhat. The drug killings seem to be slacking off and, in return, the people seem to be returning to the streets. New businesses opening, old ones reopening, staying open later.
I remember a place called The Lobby. It was painted black and only had about a 7' ceiling. The band there played great rock and roll (this was 1960 - 1962) and it was very popular with the kids from El Paso. Of course, that was years ago, but the violence of the last couple years really shut down the downtown sector. I still won't go over there. Not yet.
5 Juarez police officers have been basically executed so far this year, 2 last night. Pretty sad. The report said about 45 shots were fired into their vehicle. When it crashed and stopped, the gunmen walked up and fired 5 more shots into them. Sorry to be so horrific in this fun, exciting place, but as long as America continues to get high, the drug trade will continue to fight for control.
